Akrama Sakrama : Right oppurtunity to get A Khata for our site?

As we all know that Karnataka Government has published the "Akrama Sakrama" draft rules this month and it includes an option to get A khata for site owners with proper legal documentation set.

Please bear it in mind that it is subjected to change and has not been qualified as the final law yet.

As per the draft rules, requirement for the conversion of B khata to A khata process are:
  1. The property should be legally converted- DC CONVERTED
  2. Property taxes should be paid till date.
  3. BBMP Betterment charges should be paid.
To be honest, I could not understand how much this rule will solve our problem? It looks like we are eligible to apply for A khata now. But we need to seek advice from some lawyer, preferably a lawyer who knows the history of the land.

I have been surfing for last 2 days and found some information on site [which needs to be verified with the lawyer].

BETTERMENT CHARGES

As per below link, Betterment charges may vary and a final decision is still pending. My guess is 300-350 INR per sq-meter.
